The Western Mail’s Martin Shipton reported last week that the head of the civil service in Wales (Permanent Secretary), Shan Morgan, has been asked by the First Minister to leave her role.

The Welsh Government have denied the story, saying it was “nonsense”, but sources told The Western Mail’s Chief Reporter that the Permanent Secretary has told ministers in one-to-one meetings she intends to stand down.

The Permanent Secretary is currently two years into a five-year contract and has played a prominent role in Welsh Government-led inquiries into events surrounding the death of Carl Sargeant in November 2017.

Her most controversial move so far was her refusal to publish a report into leaks around the time of the November 2017 reshuffle, despite the Senedd voting in favour of a request to see the report in March 2018.
