Donations Welcome

This page will track policy pledges and promises made by the Welsh Government.

This isn’t an exhaustive list, but most of the key/most notable ones are included. Where relevant, specific policies and pledges will be listed on Issues pages.

Origins:

  • Manifesto – It was included in Plaid Cymru’s 2026 Senedd election manifesto.
  • Government Programme – It has been mentioned as part of the government’s legislative programme or programme for government. This will include any policies agreed in future as part of a coalition.
  • Budget Agreement – This was included in a budget agreement with another party.
  • Ministerial Promise – This promise/pledge has been made during a Senedd session (plenary or committee).

Statuses:

  • TBC – To be confirmed. Nothing has been formally announced yet.
  • Under Review – An existing policy is being monitored before the minister decides to make any changes.
  • In Development – The policy has been announced but is in the early stages of development (i.e. expert groups) or is yet to be fully rolled-out.
  • Green Paper – An early set of proposals has been published.
  • White Paper – A detailed set of proposals has been published.
  • Consultation – The policy is out for consultation.
  • Bill – A new law has been tabled and is going through the Senedd.
  • Regulations – Regulations have been tabled and are going through the Senedd.
  • Awaiting Approval – The policy is awaiting a funding/Cabinet decision.
  • Partially Delivered – The policy is either being phased in gradually or only some of it has been delivered.
  • Delivered – The policy has been delivered in full.
  • Not Delivered – The policy has been announced but then either cancelled, not delivered on time (if there was an expected deadline/timeframe), or not delivered at all.
