An independent review of the process by which external qualifications were awarded during the summer of 2020 has concluded that UK regulatory and awarding bodies put too much faith in statistical models used to estimate student grades (pdf).
The statistical models were not properly tested beforehand and exam bodies failed to take student’s views into account.
The report also criticised the absence of a fair appeals process for GCSE, AS-Level and A-Level students whose exams were cancelled due to the Covid-19 pandemic. Following a public outcry, grades were re-awarded based on teacher assessments.
The review was commissioned by the Welsh Government and led by the Director of the Open University in Wales, Louise Casella.
External exams for 2021 have been cancelled and will be replaced by teacher assessments.
Education Minister, Kirsty Williams (Lib Dem, Brecon & Radnor) said: “While there is still important work to do in finalising some of the details of the Centre Determined Grade model, it is my sincere hope and expectation that our education system can continue to work together to support the progression of our learners in exam years, both through the delivery of these assessment arrangements and through a wider package of support.”
