Where is this happening?
In 2003, the Welsh Rugby Union (WRU) established five stand-alone professional men’s rugby teams to compete in what is now known as the URC. Each team represents a specific region or city, which is a marked difference from previous competitions that featured historic clubs.
In 2004, the number of regions fell to four following the disbanding of the Bridgend-based Celtic Warriors.
In October 2025, the WRU confirmed their intention to cut the number of regional teams from four to three. Cardiff Blues and Dragons (Newport) have been protected, meaning the final choice of which regional side to cut will be between the Scarlets (Llanelli-based, but representing west and north Wales) or Ospreys (Swansea-based, but also representing Neath Port Talbot and Bridgend)1.
On October 7th, the Senedd rejected a motion tabled by Reform UK calling for the Welsh Government to intervene directly in the running of the professional game.
The principle of regional rugby is an entire debate in itself. On this specific issue, there are financial and sporting reasons.
The WRU has argued that funding four regional teams is no longer financially viable2. Cutting a team would (on paper at least) provide more money for the three remaining teams. Critics of the WRU have argued that too much effort has been spent developing non-rugby-related commercial opportunities (such as zip wires and hotels) instead of investing in the professional game3.
In sporting terms, while the national men’s team enjoyed great success during the 2010s, the performance of national teams during the mid-2020s has been poor. The regional teams have also enjoyed limited success in the URC and European competitions.
It has been argued4 that the Welsh “talent pool” is spread too thinly. Reducing the number of teams might improve squad quality and the regions’ ability to keep players who may otherwise be tempted by higher salaries on offer in England and France.
Nobody has been directly affected yet as the current set up remains in place.

This was the government’s position during the October 2026 debate, where the Culture Minister said the issuing political directives on how professional rugby should be run in Wales would raise significant legal questions and undermine the WRU’s independence in the eyes of World Rugby.
