Standards of Conduct Committee

The Standards of Conduct Committee is responsible for investigating complaints made about the behaviour of Senedd Members. If a breach of the rules has been found, they will recommend a suitable punishment (called a sanction).

The Senedd as a whole votes on any sanction recommended by the Committee.

Sanctions can range from a censure (a “telling off”/warning), through to suspension without pay.

As of 2026, Members of the Senedd can be subject to a recall (a referendum on whether they should remain in office) if the breach of the rules if deemed serious, or they’ve been convicted of a criminal offence that wouldn’t automatically disqualify them. If the MS is “recalled”, the next person on their party list at the most recent Senedd election will take the vacant seat.

How do you make a complaint about a Senedd Member?

Complaints are handled by the Standards Commissioner – an independent post appointed by the Senedd.

Complaints need to be made in writing and have to relate to an MS breaching the various rules of conduct MSs are expected to follow.

The Commissioner will decide whether a complaint is admissable (“acceptable/correct”) and will refer the matter to the Standards of Conduct Committee after collecting evidence.

Lay Members

Lay members are members appointed to the Standards of Conduct Committee who are not elected members of the Senedd. As of 2026, by law, at least one member of the Standards Committee needs to be a lay member.
