The powers over this are reserved to the UK Parliament in Schedule 7A of the Government of Wales Act 2006 (Specific Section/Number/Clause).
A Deposit Return Scheme (DRS) is set to be rolled out across the UK in October 2027. The Welsh Government is responsible for the DRS in Wales.
Exchange for Change was appointed the operator of the DRS scheme in Wales in August 2026.
In summary, a deposit/fee will be added to the cost of drink containers, which will be repaid when the container is deposited into a DRS machine.
Plastic and metal drink containers will be recycled this way in England, Scotland, Northern Ireland and Wales.
From the outset, the Welsh and Scottish governments wanted to include glass in the DRS scheme. The Scottish Government eventually decided against including glass, but the Welsh Government will press forward with it.
This has sparked opposition from the drinks and hospitality industries. They argue that Wales “going it alone” on glass will make the system more complicated to operate and could potentially lead to higher costs.
The Senedd rejected a non-binding motion tabled by the Conservatives calling for glass to be removed from the DRS on 15th July 2026.
The aim is to cut littering of drink containers and boost recycling rates – though Wales already has one of the best recycling rates in the world.
Additionally, the Welsh Government also wants to see reuse of glass bottles as part of moves towards a “circular economy”. In countries where reuse is common, bottles have been reused up to 8 times1.
The DRS scheme is yet to be introduced, though the DRS would affect anyone buying drinks on the go.
It would directly impact retailers selling drinks, the drinks industry and the hospitality industry (pubs, clubs, hotels, restaurants).

The Welsh Government continues to support glass being included in the DRS scheme. The Minister said he wants to support smaller businesses to prepare for the DRS to come into force.
Plaid Cymru’s 2026 manifesto also included a pledge to support glass.
Exchange for Change has been appointed as the operator of the DRS scheme in all four of the UK’s nations. In Wales, while metal and plastic containers will be recycled from the start of the scheme in October 2027, glass will be phased-in over four years. No deposit or special labelling will be added to glass containers at the beginning.
The Deposit Scheme for Drinks Containers Regulations 2026 were approved by the Senedd in February 2026.
If the Welsh Government decides to make big changes to the DRS scheme, it would need a new set of regulations. As things stand, that won’t happen.
As mentioned, the DRS scheme is set to be rolled out in October 2027.
